They just released this on the official site and it is also available for pre-purchase on Amazon. Maybe he decided to save the green cover and "Empire" title for the fourth book, now that the series will be a cycle (four book series)?

Are you sure it's this title and cover? I'm pretty sure it's actually called Empire and the dragon is green.
